Welcome to the Ministry of Lands, Housing & Urban Development. We are responsible for providing policy direction, national standards and coordination of all matters concerning lands, housing and urban development. It is responsible for putting in place policies and initiating laws that ensure sustainable land management promote sustainable housing for all and foster orderly urban development in the country.
Our Vision is “sustained land resources, well organised urban environments and decent housing for all citizens”.
The Mission is: “To facilitate the sustainable and orderly management of land and improve on housing conditions for socio-economic development”.
The Mandate encompasses “policymaking, standard setting, national planning, regulation, coordination, inspection, monitoring and back-up technical support relating to lands, housing and urban development and to promote and foster sustainable human settlement and manage works on government building”.
Politically, the structure has one Minister who gives the overall political guidance and direction with support of three (3) Ministers of State, namely:
• The Minister of State, Lands • The Minister of State, Housing • The Minister of State, Urban development.
The Ministry comprises 3 Directorates of Land Management, Urban Development & Physical Planning & Housing. Departments include: Land Administration, Land Registration, PQAD, F&A, Surveys and Mapping, Human Settlements, Land Use regulation and compliance, Urban Development and Housing Development and Estates Management.
The main roles and functions of the Ministry cut across the three sub sectors of Lands, and urban development which are:
i) Formulate national policies, strategies and programmes on lands, housing and urban development sectors;
ii) Initiate, review and make amendments to existing legislation on lands, housing and urban development;
iii) Set national standards on matters regarding sustainable use and development of land and safe, planned and improved housing/human settlement;
iv) Monitor and coordinate national lands, housing and urban development initiatives and policies as they apply to Local Governments;
vi) Provide support supervision and technical back-stopping to Local Governments on matters regarding lands, housing and urban development;
vii) Make and update maps;
viii) Liaise with relevant stakeholders for the mobilization of resources in support of national lands, housing and urban development initiatives;
ix) Liaise with neighboring countries for the proper maintenance of territorial boundaries;
x) Provide guidance and effective management of lands, housing and urbanization;
xi) Mobilization of financial and technical assistance for the development of lands, housing and urban development.
